teleologica was looking for a reliable technology partner for the ongoing delivery of transformative digital solutions for the public sector. The company’s partnership with ELEKS started back in 2001, beginning with a pilot project, and evolved into a strategic alliance during the ensuing years.
Among other projects, teleologica engaged ELEKS in the building of the flagship Customs and Excise System for the Administration of Revenue (CAESAR II) for the Jersey government. The island underwent tax reforms that made the majority of consignments arriving into the island subject to tax collection. The project team had to re-engineer the customs processes, allowing the government to stand up to the challenge of extreme capacity growth and exercising control over operating expenses at the same time.
teleologica and ELEKS developed a new comprehensive system, CAESAR II, that supported the administration and business processes of import GST, as well as administration and collection of customs and excise duty. CAESAR II supports all processes and workflows of Customs and Immigration Services as required by legislation. The system was built to enable integration between government and business systems on the transactional level.
ELEKS completed the project within a very demanding timetable dictated by the fiscal reform strategy. CAESAR II automated the full cycle of transactions between the government and customs applicants. The new system allows the Jersey customs department to efficiently process more than 10,000 consignments per week, compared to about 200 per week previously. Since the initial release, teleologica, together with ELEKS, made a variety of updates, including a renewed version in 2015 that brought a new responsive UI for the public.
With the launch of CAESAR II, the government agencies saw an instant 50x productivity increase with the capacity to accommodate future growth. The system enables fast and straightforward electronic submission of manifests and declarations before goods and cargo departure while offering various payment options, from cash and cheque to online debit card and BACS.
Currently, CAESAR II automatically processes 98% of freight consignments. Its analytical reporting facilities provide a clear view of customs performance and goods movement trends. Overall, the system places a minimal administrative burden on both government and business.
